Have you looked at the user control panel? There is an option there to turn on or off reply to posts.

I don't think that page is working.
I tried it several times to no avail...

In the past when I had problems updating, etc it turned out to be my computer settings. Between the Windows Firewall and Security Center it wasn't allowing me access to what I wanted. Might be worth looking at those. :?
