mounting a scope on my VLEH??

The shop that received my VLEH had this scope on the counter, used for $40 its a "Oakshore Electronic Sights Inc. Micro Dot" made in Japan No.032818 its 4-12x56
I used Millet high rings. My problem is that I tried sighting it in but starting out at 25yds I adjusted it all the way down and was still shooting about 10" high. Do you think I could shim the rear ring with ?? maybe a business card or electrical tape??
 
If you shim anything you need to shim the front mount, but I don't know why the sight system should need shiming. I am not familiar with this scope/sight so I am kind of handicapped to offer any real advise. If you install something for a shim, put it beneath the front mount. I would opt for a thin hard plastic homemade spacer if I were doing it. Also, you may need longer mount screws so you don't strip them from not getting enough threads into the mount holes.
 
Mounting that MicroDot sight should be cut and dry job. The mount comes on the VLEH as far as I can see. Double check the rings to make sure they're mounted properly and make sure the rings are the same height. That used sight may be the problem. Shimming to me isn't the way to go. Try another scope just to make sure that it's not the mount on the rifle. Rings too tall?. ps
