I know the Hawkeye is a controlled round feed like the Mauser. Are you able to load 4 in the magazine, drop in a round and chamber it, allowing the extractor to snap over the case rim?

In a word, no.

You will not get consensus on this discussion. Yep, you can force the extractor over a rim, essentially creating a push feed. I have done it, and I've had a Ruger extractor fail in a relatively short time by doing so.

The Ruger Hawkeye has a Mauser-like extractor. The Mauser extractor was designed to allow the extractor to snap over a the rim of a cartridge. The trick is to wrap your off-hand fingers around the action from underneath and press on the back part of the extractor with your fingertips. This lifts the font of the extractor a bit, making the 'snap' much easier.

Caveat - It is easier to do this with some rifles, even among Rugers, than others. And you may need strong fingers. I find it much easier just to load rounds into the mag, even when using my rifles as single shots at the range.

Correct, it has a Mauser-"like" extractor. A true Mauser is not designed nor will it single load a cartridge into the chamber properly without stripping it from the magazine. The Ruger extractor is beveled to allow single loading. It is designed to do it. The original push-feed M77 had essentially the same extractor. I have a lot of Rugers and have never had an extractor fail. I don't always single load but do quite often depending on the situation. From the manual:

To single-load: (Safety should be in “Load-Unload” position.) Place a cartridge directly into the chamber and close the bolt. If there are cartridges in the magazine and it is desired to single-load a cartridge directly into the chamber, depress the top cartridge and push the bolt forward until the bolt face is well ahead of the rim of the top cartridge in the magazine. Then, close the bolt.
