I've never seen that type of coverage addressed. I'd need to rely on the lawyer defending me (on retainer) and run the scenario by him for a plan. Obviously "charges dismissed" means something very different from "found innocent" or acquitted to the bench accepting the civil suit grounds.
My experience is now decades-old, but the assailant's family (including out-of-state members) tried a civil suit (the attacker lost most of his arm) for emotional damages plus, etc. a year after any shooting charges were negated by the county prosecutor. The court denied the grounds of the suit after our attorney blasted the family and presented that the decision to charge was declined by each of the 20-odd LEOs and Investigators on-scene, citing their collective taxpayer-provided training and experience over any "monday-morning money-grab maneuvering" by the family. That strategy paid off by including all the responding officials (and their supervisors) into the determination of who was the good guy and who was the bad guy...
