Help ID a 10/22 variation

Saw this one the other day and couldn't place it, didn't think to take a pic at the time.

Stock is a wide forend, no barrel band with alternating laminate red/white/blue. Not like the recent TALO edition, but each layer was different than the two next to it. Matt black action, stainless barrel.

Did someone put this together or was it a limited run?

I dont think this is oem bacause you mention a matt black action and SS barrel. Sounds like a feable attempt to make a target setup using an after market barrel and stock. I have one of those stocks you mention laying around unused if you or anyone else is looking for one.
