Saw this this morning as I was 'surfing' the web. Anyone else seen or heard of it? Looks like a scam to me after reading the "terms and conditions". Wonder the legality of it?

I'd say scam.

Where I live you could get that certificate of competency (for $65), then take the ccw class just like everyone else, then go to the range to qualify just like everyone else, then pay the same amount that everyone else pays and get your ccw.
