Civil War ammo "cloth" question

Hello! I am going thru my parents' garage and I have come upon a number of Civil War items. This is one I need help identifying and hope you guys have some idea. It is silver colored and pliable like fabric. (is there a way to attach a picture?) My swatch is about 3" square and could be considered a little heavy for its size. I think I could stretch it flat if I wanted to and it will tear with effort. Looks like it might be layered. Any idea???
