Generally,, it depends upon the intended use.
I have several handguns with red dots, scopes & such.
For faster target acquisition, a red dot is sweet, especially the smaller profile reflex types. For hunting,, the tube types are generally preferred by most. But a red dot isn't as "precise" as a dialed in scope. Especially the 4,5, 6 or bigger MOA dots. I don't use any dots with more than a 3 MOA dot.
And for hunting a reflex dot type,, can get washed out or even lost in low light in some angles.
I like a more precise aiming point for my hunting handguns,, (in a stand,) and as such,,, prefer a scope. But if I'm expecting fast action, (bear hunting over dogs for example,) I like ordinary open sights,, or if a dot,, a reflex type.
Paper punching,, the Vortex should be just fine.
