Some people just need to stand out and be different. I don’t judge people by appearance. But that is definitely an odd choice.

I thought it was going to be followed up by a "Florida Man" news article. But, I'm not shocked he's an Okie.
I think it's Ada County Idaho. When you mix alcohol and Basques and sheep together you can get some strange things happening.
