I was Army Science Advisor in Iraq in 2003. I worked with the LTC Force Modernization Officer. He and I discussed problem. I worked on this with the Air Defense Battle Labs at Ft Bliss upon return to USA. We had some 3 am video conferences with Iraq and was asked to write the paper setting up requirement and solution. The LTC received it, managed to brief 4 star who talked with DSCOP 3 star and program was initiated. They had the Vulcans in place in several months and they were successful. I was nothing more than the telephone getting requirement and solvers together.
