That's life changing money.
If I won that much money, I'd give away a big chunk. There'd be a building named for me on my university's campus. Yaworski Research Hospital would be a thing. Goshen Scout Reservation would be Yaworski Scout Reservation. I'd pay off the mortgages of some select friends. The local fire department would get a nice trust fund.
After all that, I'd buy a ranch in Montana and hide.

I would expect he will not end up with half that after the government is finished, and relatives and friends will hound him for the rest of it. He better have a stiff spine. Such must be life when you suddenly become rich!

If he takes it as a lump sum, he gets 50% of the annuity value. I believe that federal tax is 25%. I believe that my state wants 3% and I'm sure that my township would pass a law to get some.
$1,817 billion becomes a mere $640 million.
As for the friends and neighbors, that's why I'd move to Montana.

They don’t even have the lottery here in Alaska. They probably couldn’t sell enough tickets to make it worth while. I’d probably have even bought a couple of tickets once it got over a billion, maybe less. You have to be pretty confident with money not to make it a problem for yourself. Most people can go through money pretty fast. Not sure about that much, but think about the majority of famous people, that have a problem with drugs, booze, sex, and run around with a posse, who expects you to pay for everything and people who aren’t good with money end up being everyone’s bank. It goes pretty fast at that rate.
That much money would truly be a headache. Don't get me wrong, I'd take it for sure but you would have more headaches than the average person would want. If ya won a million it you could deal with it pretty easy, but that much money I don't know, it could ruin your life.
Getting that much money at one time could be a blessing or a curse. One would have to be careful. I would probably need to consult with a professional to help me manage it & then hire another professional to watch the first professional. Even after taxes I think I could manage to get by on 640 million if I am careful. I might even have enough to buy a couple of Rugers.
Can I take it in pennies?

Well in case ya'll was wondering it wasn't Me. Would be neat to win, but would be a pain in Butt too. But in Arkansas you can claim anonymously. But when I started gathering up collector grade Hemi Mopars some would smell a mouse 
I buy a single ticket for every drawing of that lottery, buying it online. For $2 I get to daydream. Several years back I won $1,800 on the Illinois Lotto so I keep playing that lottery as well with a $2 ticket for the three drawings a week. I'm sure over the years I have spent several thousand dollars on useless lottery tickets but I don't regret it. After all, you can't win unless you buy a ticket.
Of that 1.817 billion, you get +/- 45%, so $ 817,650,000. In my state taxes (fed & state) is 30% but with other income an accountant friend said plan for 50% fed and state. So, you pocket $408,825,000. Give away half you still have $204,412,500. The nice thing is in my state no one has to know you won!! My son has told me a "bank" that at one time was doing a savings account with 4.5% interest, so income could be $9,180,000 yearly, if you put $204,000,000 in the account. YES, I HAVE DAY DREAMED!!

Quite a few years ago, I was at my brother's for dinner and our father was there as well. The conversation turned to the lottery and the big prize at the time. My dad pipes up, "I won $12 grand a couple years ago." My sister in law was my father's confidante and she said, "What! You never mentioned that." Dad responds, "Why would I want to tell you guys?"
A young co-work won $300k and blew it all. Not on hookers and blow but buying presents for people and spending lavishly. He says that he wishes that he had bought a house.
I buy my ticket and like Vito, it lets me daydream for a while.
I invest my few bucks a week. It doesn't keep me from paying my mortgage or feeding my daughter. I'm amazed by the people that I see dropping $100, $200, or $300 on lottery tickets.
I don't think I'd want to win money like that. Everybody has fantasies about doing so, but in reality, money like that would bring a lot of problems along with it. I'd rather do a 5 number match on a drawing like that and get $2 - $3 million and just be able to pay everything off, buy a nice house, a few "toys", and then be able to relax and live comfortably on my pension the rest of my life, without fearing for my life because I'm sitting on a billion dollars.

Well, we don't often play the lottery. We know the odds are too high.
But,, if we were to win a truly substantial amount like that,, we would not let folks know we won. But we'd quietly set up a few trust funds for our kids. We'd invest a modest sum into upgrades to our current home.
But we'd also quietly donate to St. Jude's & the Shriners. Helping kids & their families,, w/o any publicity etc.
And of course,, we'd splurge a little on small stuff.
There are a few Ruger's I'd like to own as well.

Since I play both the Lotto and the Power Ball lotteries, I have thought about winning the big prize and what I would do. In some ways winning a $7 or $8 million dollar lottery, where I would end up with about $2 million after all the taxes, would actually be better for me than winning a billion dollar jackpot. $2 million would make me feel more secure for my remaining years, especially if at some point a nursing home became necessary for my wife or myself, and I could help out those of my kids who need some help (where a gift of $50,000 or $100,000 would change their lives for the good) but otherwise life would go on as normal. Winning several hundred million would certainly change my life and the lives of my grown children, but in the long run would they be happier having $10 million each and never working again, or if they continue to pay their own way and the contentment that such a way of life can bring? Since I am not likely to win either of these amounts, this is all part of the daydream.

If you won $600 million, you could build your own nursing home. Your kids would be free to start a business if they wanted or do good works around the globe.
