Here's what I have from the Ruger Reference:
77RS .35 Whelen…1,912 produced from 1989 through 1992 (known s/n range 772-35136 to 772-51196)
I believe this was a distributor special offering but not sure on that. Somebody else will need to help you on a price for this one.

Ant where from $400 -650 depending on condition and what you have with it (ie box). I think price came down when there was a run of Hawkeyes in that caliber a year or so ago.
