It's called a Lanyard Loop and someone added it post factory. They can be extremely useful,

I bought the gun used, the broker said it was from an estate.

looks ok to me and good info above ,if it was installed properly, it should actually "swivel" ( turn/rotate)
It doesn't hurt anything as long as it isn't in your way. If it were mine it would be in my way and I would remove it. As stated earlier you could always get a new grip frame for it or using some imagination plug it and and put flat black paint over it.

Looks like a QD stud for a sling swivel. Pretty smart way to add a lanyard attachment.

Yes, that lug was standard from the factory, but only on specific models and specific eras. What you're looking at is the mounting point for the factory grip adapter, sometimes called the bearing hanger or the extension lug. It was designed to allow the installation of a optional accessory that filled the space behind the trigger guard, giving the gun a more traditional plow handle feel while still using the flat-bottomed grip frame.

I've got a scoped Bisley in .45 Colt. I added an Uncle Mike's sling swivel to the butt just like that one so I can tote the big gun on a lanyard. Not a factory item...

Milvax,, Ruger has never had a cataloged model of a Single-Action revolver with a lanyard ring of any kind.
And I think that only a few foreign contracts for a couple of their Double-Action revolvers called for one.
I may be mistaken,, but I don't recall seeing any lanyard rings on any Ruger DA's for the American market.
