I got this while attending armorers school at Newport factory in 1980. I think the instructor called it a slave pin tool to install the pin the trigger pivots on.
I used it on Security Six, Police Six and Speed Six revolvers don't know if it can be used on later models.

yep, could be used as a "slave" pin, also may have been a "center punch, if pointed and a pin punch if flat,,,back in the 1950s Colt used that with a slotted end for the sight adjustment on the Woodsmans, came in the box with the gun and paper work. MY Dad left me his tool box from the WWII when he made tank parts and the drawers are full of these , all different sizes and all from early 1940s............
as he used say "tool room stock, make into what you need"

Here is how it was described in the Ruger Double Action Service Kit:

You could, at one time, get these from Brownells (not listed any more). Brownells originally put together the factory authorized service kit for Ruger

For all

On mine the size of the tool is: 0.373" x 7"

First step is: 0.085" x 0.3125"
Second step is: 0.150 x 0.375"
Third step is: 0.212" x 0.635"

The last 0.25 " of the tool has been machined flat removing half of the diameter (0.1865")

0.50" from the back end of the tool a flat is milled measuring 1.4375" long x 0.032" deep It is 180 deg opposite the flat part at the rear
