Why the set screw on 10/22 tactical target?

Is this to provide an adjustible pressure point or just general barrel support? I assume the skinny barrel 10/22's still don't have these, correct?
 
The V-block that attachs the barrel to receiver has a third hole, vertically, with a set screw that applies pressure to the bottom of the barrel.
 
It appears to be factory OEM, at least from the pic in this review.

It may very well be factory. i'm not up on all the model offerings on the 10/22 as i am more of a M77/22 guy.
i do know that there have been aftermarket offerings for some time and i have not realized that ruger has gone there too if that is the case.
