When I was working and in Rotary I was introduced to a lady who range an organization called Oasis Compassion. They had a thrift store and a food pantry.
The rules were, You can visit the food pantry three times. After that no more unless you join one of their employment classes. They had classes and instruction in retail sales and management (jr level), they had an arrangement with local restaurants for wait staff training, they had a training course in debt collection, he husbands' business. They also had computer training, secretarial work. proper dress and interview classes. And needed in the area English or increased proficiency in it. Sometimes they had to start at the real bottom. Use a bathroom not the building corner.
The lady said they had some real success stories. Anyway, if the Federal Government would model assistance programs after something like this, we would all be much better off. Remember, some communities have people who for several generations never had a W-2
