Indeed it is. After all, there's still a CHANCE that it COULD have been an accident.

So many ships now dock themselves, with bow thrusters and (sometimes) vectored screws. In many ports, the tugs stand by anyway, just in case, and so the tugs are still paid.

In this case, I cannot tell if the ship was docking itself, or it just plain got away from the the tugs.

And why were the cranes in the way where the ship was docking? Still seems this ship just got away from everybody. Many millions in port repairs and millions will be lost in dock revenue.

I can't tell if the ship actually hit the dock, but a long time ago I worked at a shipyard. They would move the dockside cranes away from where ships were coming in to be tied up.

Oh, and those cranes are a might tippy if you hit the stops at the end of the rails. Just don't ask how I know, because I will just deny everything.

I would like to hear the tugboat captains story. They were the ones pushing the boat to the dock.

Many ports, canals have there own pilots, drivers?, etc. that are helicoptered or ferried to a ship to bring the ship in, relieving the Captain during that process.
If they used one here, they used the wrong one, if not, maybe they should start.

According to this link, the freighter was under the control of a harbor pilot. So the captain and crew are off the hook.
