If you've watched videos about Chinese construction that goes beyond shoddy, this is no surprise.
Terrible. Looks like it was built of old tires and styrofoam, based on the smoke.
I guess they should have paid a little extra for a Sprinkler System that worked.
Looking at that thing burning I think their best course of action would be to back off several blocks and let it burn itself out until it either falls or goes out. Nothing left to save and no practical way to get up there to fight it.
HIgh rises act just like a chimney. Especially shen the fire starts low on the structure. As to casualties, they initially reported none. And that's likely the story they will stick with.

Good luck. Towards the end of my career we had to specify US or EU made materials. We had one job where the installer used 316 stainless for the piping, as specified. It lasted less than a month before we started having major leaks. The pipe was marked Made in USA, but the company listed did not exist.
It was actually getting harder and harder to find non chinese materials.
Note they are saying no casualties "have been found", not "there were no casualties.". Hard to believe no one perished in that.

From what I've read, the fire was confined to the exterior of the building? What, pray tell, would the building have been clad with?

Aluminum or metal composite panels are a popular choice for high rise buildings. Often a plastic bonded between metal panels. Some are not as fire resistant as they should be. Plus proper detailing is required with fire stops to prevent a chimney effect at the exterior surface. There was a nasty fire at a London apartment building a few years back with multiple fatalities. I wouldn’t be surprised if a similar fire occurred.

Worked for a Chinese company for two years and a lot of the workers are friendly and I enjoyed talking with the few who had conversational English communication skills! The middle and higher up management were very cocky and even arrogant about Americans! Don’t believe for a minute the CCP is wanting to work with America! They are in it to dominate the world! Bet your bottom dollar on that!
I’m not as worried about a nuclear conflict with them since I’d believe that half their missles would not make it here! LOL! Trump had the right idea about them and you’ve got to wonder why the real powers don’t want him back in the White House! Time is short so I hope that is corrected!
