I have run out of up travel on my elevation adjustment. I have Leupold medium rings, base and Vari-X II 3X9 scope on my mini 14. My question is if I put a .028 shim between the scope and the front ring, how much will that raise my poi?
Put another way is there a chart that would give this calculation somewhere?

Raising the front of the scope will move your POI down.

The scope rings you are using are key to solving the problem I would guess. Are they Ruger rings for your Mini 14?? Did they come off of a bolt rifle, Ruger Model 77 for example?? Is there any noticeable height difference in the two rings?? Suggest you remove scope and switch the scope rings, use the front ring and place it in the rear base and rear ring in the front and see what happens. You can use a level to see if the scope is level in relationship to the receiver prior to switching the mounts and afterwards as well to verify scope is level or not. Just some suggestions.

Did not know the VX-2s 3x9 ever came with 30mm tubes. The old ones had real limited adjustment, while mounting scopes at a gun shop I needed shims on many VX-2s back in the day. For me, how many shims, sometimes 2. It was trial and error until the scope could be bore sighted at zero with the dial centered (erector). It was a great scope the downfall was the limited amount of adjustment in the erector system.

Fat fingered the keys, it has a 40mm objective.

first re-center your reticle. Then using brass shims, you can raise the point of impact using the following formula:

.005"=3.5MOA
.010"=7.0MOA
.015"=10.5MOA
.020"=14.0MOA

You will want to use these shims underneath the rear scope mount to raise point of impact. A minute of angle (MOA) is 1.047 inches at 100 yards.
