RUGER stick drill part

This balancing gear is at the rear part of a Ruger stick drill of type shown in the photo. I have the drill listed in another post stating missing part, but would like to buy the part if you have it to make the drill "right". Thanks.

how old? did Ruger make tools? I have to ask as i have never seen one before. is it a portable small hand drill for general use or did it have a specific purpose?
