Was thinking about starting my young one on one of these to teach basic shooting skills. How accurate can I expect this rifle to be (16.5") barrel with factory ammo

Barrel length has little impact on accuracy.

My 5.56 shoots great with Fiocchi 69gr OTM and nearly as good with Hornady 55gr JSP.

BTW, the Ranch has a full-size stock... the standard Compact has a (black) youth-size stock.

Ruger #6967 in the Ranch shows a 12.5 LOP and overall length of 34.75

You are right they do offer the shorter length of pull and it should be fine to start out on. I am looking for one now to make my coyote tamer but have not seen any in my area. Another plus is that the twist rate of the barrel can stabilize heavier bullets than the older compact MK II so it will be versatile from hunting small game to even taking it deer hunting if that is the case. Good luck with your search and hope this helps.
