Need advice on a #1 groups

I own three #1's and 1 #3, my 2 45-70's shoot great my #1AH in 25-06 groups fine but my #1A Lipsey special run for Cabelas in 30-40 Krag is not so good. It strings shots in a verticle line over about 5 inches. Some times shots #1&4 or 3& 5 touch, but are still five inches higher or lower than the first one or two.
Is this pressure on the fore arm or something else? Possible just the load/bullet weight?
Any advice to look at or check out would be appreciated.

What he said. Sometimes making a rubber washer out of automotive vacuum hose and putting it between the forearm screw head and forearm helps. Sometimes not.
