Watching Matlock and this person breaks the top window, unlocks the latch, then raises the bottom section and climbs inside. Why not just break out the bottom window, clean away the edges and climb through it?

It’s often not that easy or quick to get the broken glass out of a sash. Often they’re siliconed in place or held by trim with rubber gaskets. Good way to waste time and leave blood
