Short answer, yes. Mag primers are not needed and will create a bit more PSI, you will need to work back up with the Mag primers. That said , if thats what you got, use'em. 8)

IIRC the rule of thumb is drop back about 10% and check for pressure signs before working up. You may find in some instances an improvement in propellant combustion.
The Winchester "for magnum or standard loads" primers is an example of splitting the difference. I have shot a bunch of those and they do appear hotter than run of the mill CCI 300's for instance, but seem to work fine regardless, even though you are working with loads that traditionally called for a standard primer.

Is your rifle chambered for 223 or 5.56mm? I used CCI small rifle magnum primers (450's) for my 5.56mm AR-15 loads when they were all I could find. I went to max loads (in small increments, of course) using BL-C(2) and CFE-223 with Federal 5.56 brass and didn't see any signs of excessive pressure. Most reloading manuals show loads for .223 max pressure levels of 55,000 psi. If your rifle is chambered for 5.56mm, max pressure would be 62,350 psi. Work up slowly and carefully! You should be looking for best accuracy, not necessarily max velocity.
