Well, I sure wouldn't go altering the front sight without shooting that which the gun was designed for.
Shooting 38 specials and 38 specials +P out of any 357 magnum revolver should never make your gun shoot 10 - 12 inches low. I have shot probably a couple hundred different revolvers over the last 15 years, and any of them that were 357 magnums, I could shoot 357 magnum ammo as well 38 special ammo out of it just the same. What mattered more always was the bullet weight and how the sights were set (whether adjustable, or if fixed sights then you have to know what the factory regulated them for which is most always 158 grain ammo).
I just shot my new GP100 yesterday with only 38 specials in both 158 grain and 130 grain ammo. I shot very good groups and also did so shooting only DA. There is something not right about my LCR's front sight. If the gunsmith said that it is too tall, then I believe him. He has worked on my revolvers in the past and he is a very knowledgeable and an old school gunsmith and does great work. I trust him totally.
