Internal Locking System on LC9

I bought my LC9 last Sunday and have spent several days pouring over the manual and getting familiar with the gun. I followed the manual instruction for engaging the internal lock. Finally tried it again with the magazine in and it worked (manual didn't mention the mag had to be in!). The trigger became disengaged as described but the manual said to "Remove the key and verify that the internal lock is engaged by attempting to move the safety to the "off" or "fire" position. If the lock is engaged the trigger will move freely and will not function". Although the trigger is disengaged I can still move the safety to the fire position. Is this ok or do I have a problem.
