When I was young, I was taught that putting a single word or phrase in quotes was akin to sarcasm. "John is the 'best' cook in town" means that John is likely not a good cook.
So the BBC has a article about the guy who tackled the one Australian gunman with the headline 'He saw the victims and acted', father tells BBC of 'hero' son who tackled Bondi gunman and throughout the article "hero" is in quotes.
