It's a customized (read bent") screwdriver that slips down through the hammer slot and depresses the trigger group latch. It makes taking the trigger group out of the frame easier than trying to depress the latch through the grip frame. Here is a thread picturing it and how it is used:

Yes I saw his 12/17/17 post, I checked history first after a few PM's to him. I have been in Central America for a month hiding from the cold and thinking about tightening up the trigger with a shim kit but the plunger on my new GP100 won't move at all. Hate delay but hope he has not been struck down by the flu or worse. If someone has contact or knows him please check on him and ask if he can chack his PM's. Thanks and Pura Vida.

You can do the same thing with a flat screwdriver. Brownell's used to sell a purpose built tool for this, but I haven't seen it on their site for years.

What you are looking for has been called the "Ruger Popper". Easy enough to duplicate at home, if need be.

I just put a 1/8" punch through the hole in the frame , against the plunger, and give it a couple of taps with a small hammer. That seems to work well enough for me ?
