Are the OM vagueros supposed to have a half-cock like the Colt SAA? IOW does the hammer stay in the half-cock position?

There really isn't Old Model Vaqueros, there are only Vaqueros and New Vaqueros. Neither have half cock hammers, but you can buy after market hammers that have a half cock notch.

Was looking at Power Custom's hammer/trigger replacement. It doesn't say if it is for Vaquero or New Vaquero. Guess I'm trying to make a Colt out of a Ruger!

I've seen New Vaquero hammers on Vaqueros, Super Blackhawk hammers on Vaqueros and New Vaqueros, and Montado hammers on Vaqueros. I think they are all the same dimensions in the working section. You may want to verify that with Power Customs, but I would guess the hammer would work in either.

You don't need to buy the trigger but if you do, you'll get a nice trigger pull similar to a tuned action. I didn't buy the trigger and just tuned it myself. If you just stick the hammer in it will work at least as well as your gun does now.
The true benefit of the half cock notch is aligning the chamber with the loading gate easier for loading and unloading in the original Vaquero. The New Vaq. already has a device to do that.

I have a few of the PC hammers/triggers in my guns and think they are worth every penny. The trigger pull that you get from the complete kit is pretty amazing.
