Frangible loads for pistols?

I am interested in developing some low-impact 9mm frangible loads for shooting steel. I have experimented with Inceptor composite bullets including 65 gr RNP and 60 gr RNP. I haven't found a reliable low impact recipe. Has anybody successfully developed a load like this?
 
I'm not sure what 'low impact' Is :unsure: . Frangible bullets disintegrate so not sure of the need for 'low impact'? Finding the right combination of bullet weight and velocity to ensure functionality of the firearm seems more important.
 
The laws of physics say low impact = low recoil. Frangibles are good for shooting steel and if you are going to shoot a lot of them out of a subcompact pistol, low recoil rounds are going to be more accurate and more comfortable to shoot.

I have had unreliable cycling until I load for 1600+ fps. It kind of defeats the purpose of a low-impact load.

You want your cake, and want to be able to eat it as well? Light bullets need to be thrown faster than heavier bullets to function a semi-auto.

Not sure what "low impact" has to do with steel and frangibles?!? They gonna turn to dust regardless.

If you are practicing for practicality, you should practice with a load that recoils like your defense load, IMO. If you are just trying to get faster for the sake of speed on the clock, meh, that is a game that I do not play.
