Is it possible to strip a mini 14 without being able to cock it and put it into Safe?

I'm not sure... we'll bump this and see.
If I was at home at the moment I would just pull one out and check it... but can't.

the safety has an step that prevents the trigger guard from being lifted if not in the "safety on" position.

As shown above for the 182 series and my 183...
Cock, move safety to fire position, disengage trigger guard and then remove trigger assembly. Snap trigger guard back in place and then pull trigger while easing hammer forward. When you want to reassemble, cock hammer with thumb, then disengage trigger guard and put back together.
Easy!
