Are the "low" rings a Ruger "3B"? Are they the old stainless finish (MKII) or matte finish (Hawkeye).

The two black/blued low bases don't have any marking on them at all but they sure do look like 3B's to me.
The stainless rings are more of a matte finish than gloss and more of a grey than silver.
