We parked our motorhome near Lake Travis near Austin, Tx was Winter and it was just as bad as this.

The drought is man made. A judge stole the waters rights from the farmers and gave it to the indians!!!!! They are trying that here in MT!!!!

News flash: the drought's over in CA! The voters gave their ok to Gov. Moonbeam II the other day to borrow $7.5 BILLION to end all our water problems... ;) Mark Twain would be overjoyed!

That is what happens when people settle in arid areas and need someone else's water to survive.

this has nothing to do with "needing" some elses water. This is about taking water rights away from those whose clain is well over 100 years old and giving it to those who were "here first", meaning the indians get it because they were here first.
This is total B.S. and unconstitutional. What it is is a way for the Democrats to give something away to those who will charge for the water and then give the money to the Democratic party. That is all it is.

Regardless of the water rights issues, and that's a long story of politics, money and murder, the west is in a drought. It has been for a few years now.

There are things that can be done to alleviate some of the problems, but they would involve some pretty large expenditures, and the state is already in debt.

Like I said, it all politics and money with a bit of murder tossed in just to keep things interesting.

Oh, and though Mulholland may have been the best know name in that game, he wasn't the worst of the bunch.

First come, first rights in water has been pretty much a policy of most Western states. Why should newcomers take water from a place that barely supports those who are already there? Here in Oregon older farms have more water rights than new ones. Otherwise anyone could come along to a place where there was no water to spare and build a big complex that sucked everyone else's wells dry. There's only so much water in an aquifier and a fair way of sharing it has to be in place. California does take other people's water, a large amount of their water comes from other states. The mighty Colorado River used to flow to the Gulf but nowadays it's sucked dry and dies in the sand at the Gulf due to over demand by too many people living in areas that can't naturally support them. What's happening in CA now is merely the area returning to more like its original conditions before the big population boom of the thirties and forties. Gonna have to take up some other sport than golf, those courses use a lot of water.

Some day people will come to the realization that a majority of the West is a DESERT! Not in the sense of endless miles of sand dunes, but in the meteorological sense of annual rainfall. Perhaps one of the larger ones in the world? I think Antarctica still holds the No. 1 spot...

Tinfoil hats or not, the "drought" is not man made. What IS man made is the nearly unlimited demand on a very limited resource! That demand cannot continue, but until we admit such, and alter our behaviors on a large scale, it's hard to see much meaningful change on the horizon.

Possible alterations include reduced "development" with its attendant population increases (read "demand") in these areas and, where possible (eg WA, OR, CA and TX, which have ocean access), using our desalination technologies to create drinking water from sea water instead of treating waste water as it's funneled thru concrete "rivers" pretty much straight to the ocean (didja know CA has the largest desalination infrastructure in the US, yet hardly any of it produces drinking water directly?)

And perhaps most important, regardless of any other "technological" measures, the days of William Mulholland and his buddies with their "just import more water and throw it away" mentality are long gone, so learning better ways to use our existing fresh water supplies in less wasteful ways and putting that knowledge into action must become a foundation of our water policy. For example, we need to quit simply exhausting uncounted millions of gallons of water into the ocean daily thru those same 1000s of miles of concrete rivers, when it naturally would have remained in smaller areas. Currently, one such project is underway with positive results. A number of miles of the Los Angeles River, which has been in concrete for decades (you've all seen it in TV shows and movies--generally there's a car chase involved!) are being returned to a more "natural" state, removing the concrete and allowing the water to move thru on its own. Positives so far include a noticeable restoration of wildlife habitat for wetlands dependent critters, increased recreation--people can watch birds, canoe or kayak on some parts now--and, even if minimal at first, some restoration of groundwater thru percolation.

Despite the climate changers' claims about humans being able to change the climate in the world around us, all the rain dances in the world won't do much to convince Ma Nature to give us any more of it whenever and wherever we want it... and no amount of fighting in the courts is going to change that fact. So we've gotta quit "doing business as usual" if we're gonna get anywhere. That's a "man made" part of this we CAN do...

Desalination does work. But, it's energy wise in efficient. Reclaimation would be a better route. However, people can't seem th get past the toilet to tap myths.
They don't realize that that's what happens naturally, just at a slower pace.
 
Actually I learned way back in the 70's that some waste treatment plants (Tertiary ? ) have a final result of water that is FAR cleaner than what came out of the kitchen tap in the first place but peoples reaction is "Ugh, I'm NOT drinking sewer water" and so it's piped out into the ocean.
I seem to recall that there was a river In Orange County where they had built in sand/dirt impoundments to trap rain water and other waste water to allow it to percolate back into the ground. Can't recall the "river's" name.

Lots of things have changed in the 35 or so years since you lived out here, Pamela!

"Tertiary" treatment was known then, and available on a limited basis in some areas. One of the earliest experiments I know of using it came in Santee, in San Diego County, in the early '60s, when a series of lakes were built to test it. Water district, health department, and all kinds of other people tested, retested, then retested their retests before deciding it was ok for human and animal contact. Among their various experiments, fish were planted in one of the lakes. People weren't allowed in yet, but after a period of time, they were allowed to fish, with the requirement the fish were to be given to lake authorities for lab testing. That went on for quite some time before folks were allowed to take their fish home to eat. And so on... no problems were ever detected as far as I know.

But generally such treatment was a "thing of the future" for many water districts into the mid- or late-'80s. Today, I understand it's mandatory for just about every water treatment plant in SoCal. Dunno about NorCal: though we get a lot of water from them, they do many things differently than we do. Many municipalities are now beginning to "recycle" at least a certain percentage of their treated water here instead of simply dumping it in the concrete rivers. One of their primary "recycling" methodologies is to use that water for irrigation, primarily for parks, golf courses, common area landscaping (particularly roadways) and similar kinds of venues, where it can be spread widely to soak into the ground quickly, arguably cutting some of the evaporation, as opposed to using larger scale percolation ("perc") ponds.

Some of this came as surprising news recently when our illustrious Gov. Moonbeam II came up with his plan for everybody in California to cut their water usage by x per cent, and he was telling us not to water our lawns. Someone informed him how that sounded good for the cameras, but wasn't practical in half the State where we've been cutting back for years! He didn't have a clue we were way ahead of him...

There's another use of tertiary treated water I found quite interesting when I first learned of it, though it's not in CA. Outside of Phoenix is a nuclear generating plant, the Palo Verde facility. When I used to get over there several times a year, I always wondered how they cooled a nuke in the middle of the desert.

Turns out one of my brother's high school buddies, who went on to become a civil engineer, had worked on that plant early on in some of the design phase. So I asked him, and he told me they use treated water from Phoenix! As others have already said, technically that water COULD be drunk without a problem straight from the plant, but the "yuck" factor weighed heavily on the local populace, so the water district pumps the water out to the plant, where it's used for cooling, then it percs into the ground by way of ponds on plant property. From there it returns to the same aquifer the folks get their drinking water from, which some of the locals once told me is one of the largest underground "lakes" in the country! I dunno about that, but I believe Rugerhound's done some work at Palo Verde, so maybe he can confirm if my brother's buddy told me correctly!

Coming back to CA and our desalination plants: a large percentage of them are located on various parts of the Santa Ana River or feeders in the drainage which empties into it. The idea is that salt content must be reduced or removed from treated water to avoid soil contamination as that water heads to the ocean. So water is pumped from the areas surrounding me, used by the locals, treated, and discharged into what they call the "brine line." After that water is desalinated, it's returned to the Santa Ana River to continue its journey downstream. I dunno how many desalination plants are located between here and Huntington Beach where it comes out, but an engineer at our local treatment plant once told me water discharged here may be re-pumped and reused from three to six times in its 70 mile or so journey. Now, as Jeepnik mentioned, these plants take huge amounts of energy: I saw one documentary where it was claimed they are THE largest user of electric power in this part of the State. Again, I dunno if that's completely true, but I do know they're pretty hungry for electricity...

In order for it to be re-pumped, it's gotta perc back into the groundwater, with a series of perc ponds built starting outside of Redlands and then continued in the river bed at least as far as the edges of Yorba Linda (if you remember that area, just east of the 91/55 split were some of the earliest ones I saw, around '77 or so?) Another big perc area is outside of Palm Springs in the Whitewater River "delta" for lack of a better term.

In this case, it's fresh water from the Colorado River that's being perced. The Palm Springs area has pumped so much water from its own sizable underwater aquifer over the years that geologists are worried about its effect on a sizable fault line right at the base of Mt. San Jacinto. Their theory is the water acts as a buffer, "shock absorber" if you will, and lacking it, seismic activity increases. They can document that increase, while the water's direct role is still being studied.

Anyway, Palm Springs and surrounding areas have dozens of golf courses, which eat up lots of water. At one time, it was freshly pumped water that kept them green, but today, they're almost all irrigated with "reclaimed" water, aka the treated stuff. So anywhere you go and see purple pipes, irrigation valving, sprinkler heads and even fire hydrants, the purple indicates "reclaimed" water, and there are usually warning signs close by not to drink or wash in it (precautionary, probably not necessary except to keep the peasants calm!) The golf courses are covered in "Irrigated with reclaimed water" signs to keep the treehugger types' blood pressure under control, too. But with the heat, much of that water evaporates instead of percing, so an external recharge of the ground water is an integral part of their "program." It's interesting to drive over the Whitewater River on I-10 and one day it's dry as a bone, next day there's water rushing down it like nobody's business! That just means they opened one of the gates 50-75 miles away and you're watching a "little Colorado River" going by...

Another innovative use of reclaimed water benefits our local ducks! There's a State wildlife area which is one of our wintering areas for waterfowl as well as many other migratory birds. A few years back the manager of that area negotiated a deal with one of the water districts to obtain treated water from them. Again, like the nuclear plant, the locals get hinky about drinking the stuff, so he uses it to fill his ponds and it percs back from there! The birds, hunters, bird watchers, water district and wildlife area folks are all happy with that deal!

So a certain amount of progress IS being made, but for every nickel's worth of progress that happens, it seems a dollar's worth of "development" occurs, so we're gonna be behind the eight ball for a long, long time...

Thanks Rick for the update; I left out there in the spring of 1979. I learned about the San Diego experiment in Tertiary treatment in course I took in the early 70's toward my degree that was called "Man and His Environment" to fulfill the requirement for a Non-Lab Biological Science Class.
Don't recall if it was in the class, or down in San Diego or here in Florida that they discovered that the nuisance invader plant the "Water Hyacinth" was capable of removing contaminates from water.

I will just say that tomorrow morning I'm headed off to a local plant that takes the outfall from one of SoCal's largest waste treatment plants and turns it into R.O. (reverse osmosis) water. R.O. is actually more pure than you would want to drink as it has no electrolytes.

Reusing water can and is being done. It's just that people can't wrap their heads around it. Instead, they will buy bottled water at inflated prices that has a good possibility (lack of regulation) of being of poorer quality than what comes out of the tap.

Ain't it wonderful how advertising can alter the perception of an entire country, no matter how wrong that perception may be.

Quite often it DOES! Every year or so when there's a slow news day one of the local TV stations will dig up the idea of doing a story on bottled water for the umpteenth time. It might be surprising to some to learn the number of brands which DO come straight from the tap...

Yep, but then it was run through equipment that may or may not have been properly maintained or sanitized. Then there the issue of the bottles, but if I go into that I might keep folks from wanting to drink anything out of a plastic bottle.
 
Drought is caused by people. Specifically too many people occupying an area with limited rainwater replenishment. Until regulation of population encroachment is a reality, drought will worsen.
Blaming Mother Nature for drought is a psychosis.
 
We've also had a few dry winters. But the delta business with moonbeam is rediculous. and god forbid building some more reservoirs. Seen aeiral photos of Shasta or Folsom lakes or any other major reservoirs ? They are dangerously close to single digit capacity.
