Is the City of Des Moines actually paying this or is being paid by an insurance policy and the premiums paid by the taxpayer?

Or does the city have a slush fund created/financed by taxes, fees, etc?

I often think about who is actually paying such lawsuits or settlements. Is it really the city or the taxpayers??
