Any information on NR-4FL ?

Ran across 2 of these blue model # 10645. They say single six and they both come with the 22 mag and 22 long rifle cylinders. They have a vaquero frame. Fixed sights. Serial numbers are 268- 54xxx and 268-53xxx. Can someone please tell me what these are with this vaquero frame ?

Ruger never did add them to their catalog, although they did make the mistake of picturing one in one of their catalogs, 1994 I believe it was.
