I just purchased a Ruger 10/22, heavy barrel, stainless, laminated stock rifle.

This is a Ruger factory rifle not one custom from another company.

I noticed they have two items in the instruction manual that differ for the

target model. They tell you not to use STINGER ammunition and they state

the trigger on the target model has a lighter trigger pull. They state that

you should practice DRY FIRING. There is no mention of using a dry firing

cartridge when you are dry firing. MOST 22 rimfire rifles can be damaged

by dry firing. What say about this procedure?

Since Ruger suggest that you dry fire it I would think they know what they are talking about. If you feel uncomfortable about dry firing it place a fired cartridge case in the chamber or buy a snap cap.

I went onto Rugers website and saw this in the frequently asked questions...

Can I dry fire my Ruger rifle?
Yes. All Ruger rifles can be dry fired without damage, and dry firing can be useful to familiarize the owner with the firearm. However, be sure any firearm is completely unloaded before dry firing!

The stingers are 1/10th of an inch longer than standard 22's. The target rifle probably has a match chamber which would not handle the Stingers xtra length.
I have dry fired most of my rugers manytimes and never have had a problem.
