Those pictures look to me like gunk left over from shooting .38's in a .357 mag. I would give those chambers a thorough cleaning before passing judgment. I've seen that in my guns plenty of times.
I'm not a fan of glass-smooth chambers. The brass needs something to hold on to right after ignition. If the brass is slipping and sliding at that critical moment, accuracy can be affected.
