Are Blackhawks getting better?

I only own two NM Blackhawks, a 44 Mag SBH and a 45 Colt Bisley, both from the limited runs with Turnbull. They are extremely well put together. I swapped some old Lett grips I had on the SBH and Hogues that I have had for years on the Bisley.

Both are beautiful Boxhead... but that Bisley! Oh my my!!

Looking good. But "extremely well put together" made me wonder. Did Turnbull put these together or just heat up some frames & send them back to Ruger for assembly?

My understanding is the latter.
