I have a 10/22 take down. My question is could I buy a second barrel for it and attach it to the receiver without a problem?

Yes, you can change the barrel. I believe there are some aftermarket barrels for the take down model.

I'm sure you know that in the US, you can't go shorter than 16" on a rifle receiver unless you first register the receiver as a Short Barrel Rifle ($200 tax required).
