I'll check Oregon's rules on animal parts, but I've got several shed antlers (dog chews is what I call'em) laying around here... If you're not stuck on the knife edge thing too much, I might have something you're interested in..
How "fresh" do they need to be? A couple year old shed (layed in the forest for a couple years) or found fresh sheds (found the year they were dropped)?
I have some spike antlers that almost make the knife edge out towards the end. Can you do any shaping with your project. These are small in diameter and about the length you are asking for.
I need mule deer or white tail. I really need it to have some knife edging. I shape and file it to a point and a real nice almost sharp edge. They make great personel defense weapons.
