Very often so. There can always be exceptions, but if the weather is clear to the horizon where the sun is setting, there's a good chance you're gonna have good weather at least for part of the next day. 8)
 
My Dad used to implore this axiom:

"Red sky morning, sailor's warning.
Red sky night, sailors delight."

And, did you know that's Scriptural? (Matt. 16: 2 &3)

Early red sky in the morning is suppose to mean a calm day ahead - not good for sails - Red sky at night usually means a blustery morning - as told by my grandpa.
