I believe what's happening here is not merely the selection of a 1x4 variable scope, but a 1x4 variable illuminated recticle, to wit the 65MOA circle dot. At 1 power, the lit circle is used like a big dot, and allows quick sight aquisition at close ranges. At 4 power the intended target is at extended range, and range estimation/drop compensation is done with the more detailed recticles.
Most of the middle to higher end 1x4 variables have such features and calibrated to 62 grain M855 or similar and from carbine length barrels, much like the Mini.
A few candidates include the Leatherwood CMR, Burris MTAC and Tac30, and the GRSC.
