Need Help with Mini-14 Model

I have put on hold a Mini 14 Rifle at my local gunshop today, the model # is 05834, Catalog #KM-14/20CPR, the receiver is marked "for law enforcement use only" or something to that effect, the rifle is matte stainless with intergral picatinny rail and black fiberglass stock, 16 1/2" barrel and is marked "used gun" on the box from the Ruger Newport factory, the gun is packed with a new 20 round magazine, scope rings, etc.

Your help is grately appreciated, my questions are;

1. What is the value of this rifle? I can purchase for $499.00

2. Is this rare, unique, etc.

I take it this is either a 580 or 581 series Mini? Or is it some other series? It sounds like and OK deal but I would want to know the series. The scope rings, box and magazine sweeten up the deal enough to make it worth $499. The rail sounds like an after market thing but maybe it's something that comes with LEO rifles. kwg
 
It is a 580 prefix rifle, according to the serial number and Ruger's website, it was manufactured in 2007, Ruger, to my knowledge, does not mark their used guns with a "U" prefix or suffix any longer, they simply mark the box with a red "used gun" stamp or handwrite "used" on the box. This rifle came directly from the Newport factory and has not been fired outside the factory. It was a salesman sample or displayed at LE shows, etc. This dealer handles all of the employee transfers, and has access to the "used" gun list, I purchased a factory second/used LCR for $275. a couple of weeks ago, for example.

That's kinda nice to have access to Rugers display rifles. I'd say it's worth the $499 they are asking. You can bet it's been handled but probably not abused. kwg
 
Just picked it up this morning...it is has been used, you wouldn't tell by looking at it! I think it is a pretty rare variation, not really into Mini 14's but just cannot resist a unique opportunity when I am offered it. The gun maybe a sample of a new model...hard to tell exactly. I will try to post some pics in this thread..never have posted pictures before on the forum so it may or may not happen.

You've got a neat gun there. I didn't have a serial number noted for one of those previously, but then there is a lot of LE stuff that never sees the light of day beyond LE.
The Picatinney Rails are Ruger factory installed as indicated by the catalog number.
