Mini 14 Ruger rings shoot loose?

I have mounted a Nikon Prostaff 3X9 on my 582 Mini 14. I tighten the rings in place real good , then set the scope, install the ring tops and tighten the 8 screws uniformly. After shooting the rear ring is loose. I need to push down on the scope to get the ring to contact the receiver. Front ring is tight. It tips the scope front down back up. Never seen this before in many scope mountings. First gun for this scope so I don't know if the scope is warped, rings are bad or receiver is not true? Any ideas??
 
Something is SERIOUSLY wrong.

A couple pieces of 1" round aluminum bar stock with a point turned on a lathe, a bead-blasted piece of 1" round steel, and some lapping compound, and a tube of purple Loctite (purple is specifically for small screws). You must already have screwdrivers/torx drivers.

On the other hand, if you can't or don't want to make your own kit, $90 is a small price to pay rather than screwing up a much more expensive scope.
 
It's not unusual for Ruger's scope ring design to give problems, particularly when used on the Mini platform.
In addition to the receiver cuts for the traditional Ruger rings, your 582 may also have been D&T'd for Ruger's "tactical rail". If it has, you might want to consider buying a pair of Weaver type rings so you can use the rail mount to your scope.

So I mounted a cheap tasco scope on the mini 14, tightened the front ring and the rear ring stays in contact with the receiver like it should. I think the Nikon is warped, sending it back to the factory on warranty. I have a 2X7 Nikon on my mini 30 in the Ruger rings and it works fine.
 
See if there is a recoil buffer available for the bolt. Minis and 10-22s have reputations for testing the worthiness of scopes far beyond the power of the cartridges so chambered. I mounted a Redfield Revolution on mine a couple of years ago. So far, so good.

Mini-14s are notorious for this problem. Reason? They are WAY over gassed making the vibrations and harmonics of cycling horrendous. Ever notice how far away the ejected brass lands?

Two things you need to do: 1) Install a reduced size gas bushing, either a .045 or a ,040. I use the latter. 2) Install a recoil buffer. (Both of these can be done for less than $50) Your rifle will cycle much smoother and the brass will practically land at your feet.

For me, I also do not like the Ruger scope mounts so I sent with a rail and weaver style rings. Works well and stays put.
