I am looking at a Mini 14 GB LE factory folder. Is there are serial number range to verify if it is factory. Also what is a ball park value?

depends on the prefix to collectors, but I'm guess it is gun-only? so not really a collectible if so.
I passed on a fired GB/LE in VG but not excellent condition for <900 last season. Thats JMHO.
For quick visual reference, the gas block must have the sling loop on the side, the folder must have the correct "latching bumper" and the bayonet lug/sight and muzzle brake must be original. Ruger will letter the as-shipped condition by s/n.
I'm no expert. Lots of fakes appeared out there when Ruger ceased citizen sales.

Go on Ruger's website, punch in the serial number and see what model it comes up as. If it is late enough Ruger's info will show.
I believe the Ruger model number for the blue Mini-14/20GBF is 1811 and for the stainless KMini-14/20GBF I believe the model number to be 1813.
