GSR - Can't Close Bolt

When cycling rounds, sometimes I am unable to move the bolt completely forward on a cartridge and lock it down. This happens sometimes when feeding from a magazine and sometimes when I manually place a single round in the chamber and then try to close the bolt. I was suspecting the polymer magazines, but now I'm not so sure. It's as if the extractor claw is unable to get over and around the rim of the case and is rather being pushed into the back of it.

I noticed when I cycle the bolt very slowly, that as I move it forward and it begins to strip the cartridge from the mag, it gets to a point where the magazine spring tension "pops" the round up out of the mag before the bolt is forward enough to allow the extractor claw to grab the rim. Is this normal operation? Sometimes when this happens I am still able to close and lock the bolt down, but sometimes I am not. I don't see how this is any different from manually placing a single round in the chamber and closing the bolt on it.

I am not very experienced with bolt guns so any hep would be greatly appreciated.
 
The Scout is a "controlled feed" and dropping a round into the chamber without the extractor grabbing it will place the extractor behind, not over the rim. This will prevent closing the bolt. You want the cartridge to be picked up by the bolt in a way that allows it to ride under and into the extractor. If you move the bolt too slowly the cartridge may pop up from the magazine ahead of the bolt and extractor. It should feed fine if cycled normally.

The gun the GSR is based on is indeed a controlled feed, but due to the magazines ruger decided to use, the GSR acts more like a push feed....

Is this problem with factory ammo? Or reloaded?
