Had asked for $400 earlier but dropped price to $300 shipped CONUS. Comes with synthetic black stock and forearm. Great condition as I am only owner and used very little. Can send pics upon request.

I believe it does if you convert it to a handgun. Legally, it can go from a handgun to a rifle but not the other way.
 
It can go either way as long as you don't have a barrel under 16.25 inches on at the same time as your rifle buttstock.

Copied from the ATF web site. There is a lot of gray area in the language describing what is legally required and what is not. Yes the ATF states that the same frame can eccept both rifle and pistol parts to switch configurations but they also state that registration is required so, if you're found in possession of a handgun that's been converted from a rifle and it's not registered as said handgun, you are in violation of the NFA

The NFA, Title 26, United States Code (U.S.C.), Chapter 53, requires that persons manufacturing, importing, transferring, or possessing firearms as defined in the NFA comply with the Act’s licensing, registration, and taxation requirements.
 
Well you just need to dig a little deeper....This is the second time it has come up on this same gentlemans listing so please check the 1992 case of USA vs. Thompson Center and you'll see it was made very clear.
