Looking at the rear of slide (unloaded gun of course) I can see what appears to be the striker being moved rearward as the trigger is pulled and then see it release. Based on this I don't think it is fully cocked.
Mine fully cocks the striker with about a 1 inch rearward movement of the slide...
The striker on the S model is cocked by the slide going back. When ready to fire the trigger only has to work on releasing the sear and not have to pull against the striker spring to cock the striker. That is why the trigger pull on the S model is so sweet
I have one of the old style bases that only takes the ruger rings and don't really need these anymore.
Stainless with 1 inch rings and has never been mounted.
