That is the blocker lever that is high in your picture. You could file it down BUT then you may make it not do its job. By design as you pull the trigger it pushes that spring loaded round peg up and allows the firing pin to move forward and strike the round in the chamber.
If you pop the ejector up in the frame as it would ride normally with the slide installed what does the blocker lever look like then? Is there any dirt etc under the blocker lever that is not allowing it to fold down out of the way?
Worst case, I'm sure Ruger would fix it for you. Maybe call them. Some what minor problem but still annoying I'm sure.
