Your Ruger Single-Seven is legal to ship to CA. It is not required to pass the drop text & not subject to being on the "roster of safe handguns" list. It qualifies as an Exempt Handgun, meeting the minimum cylinder capacity (5 rounds), barrel length (3 inch) & overall length (7 inch). Hope this increases sales potential.
